The goal of the Haiti Evaluation and Survey Services Plus (ESS+) Activity is to provide technical support for Monitoring, Evaluation, and Learning (MEL) services for USAID/Haiti in order to ensure empirical evidence for programming, learning and adapting. This technical MEL support will supplement the monitoring and program management efforts of USAID/Haiti staff, helping the mission meet the MEL requirements outlined in the Automated Directive Systems (ADS) Chapter 201: Operational Policy for the Program Cycle. Services requested include technical evaluation, survey and study support, capacity building and learning events, and in-country Third Party Monitoring (TPM) of some USAID activities in Haiti, which at times is a non-permissive environment. SI is IBI’s main partner under this Activity.

SI is seeking a full-time Evaluation and Assessment Manager who will be responsible for the overall management and functioning of evaluations, assessments, surveys, and special study tasks. This position will be based in Port-au-Prince. The Evaluation and Assessment Manager will serve as a core team member on a full-time basis throughout the remaining ~three-year period of performance.

Specific Skills
• Bachelor’s degree in a relevant field, and a minimum of five years of professional work experience in the design, management, and implementation of assessments, evaluations, analyses, and special studies. Master’s degree preferred. • Strong ability to organize, manage, prioritize, and follow through on multiple tasks in a fast-paced, deadline-oriented environment. • Expertise conducting MEL activities in one or more of the following technical fields preferred: 1) Economic Growth and Food Security; 2) Education; 3) Health; 4) Peace and Democratic Governance. • Proven skills in quantitative and qualitative methodologies. • Experience drafting and finalizing evaluation reports. • Experience providing training and mentoring for groups of various sizes and one-on-one on evaluation- related subjects. • Familiarity with utilization-focused evaluation is a plus. • Previous experience supporting USAID-funded contracts desired. • Computer literate and possess superior oral and written communication skills. • Fluency in written and spoken English and French/Haitian Creole required. • Demonstrated ability to manage high-level relationships with partner organizations and implementing partners. • (Preferred) Excellent qualitative data analysis skills including command of at least one coding software/program for qualitative data (Dedoose, NVivo, AtlasTi, etc). • (Preferred) Excellent quantitative data analysis skills including good command of statistics, sampling methodologies, and statistical analysis software such as SPSS, STATA, Epi Info, among others.
Responsible For
  • The Evaluation and Assessment Manager will perform the following: • Manage evaluation activities, including budget management, adherence to workplans, internal communication, communication with USAID, and evaluation logistics. • Lead recruitment of technical consultants for evaluation activities, ensuring the appropriate technical knowledge and expertise on M&E related to their technical areas and subject area.?? • Advise on the development of SOWs and evaluation designs, including sampling, data collection methods, and data collection protocols, as appropriate. • Support analysis of evaluation and assessment data, as appropriate. • Participate as a member of evaluation and assessment teams, as appropriate. • Write assigned sections of the draft evaluation report in coordination with team members, taking into consideration feedback from the finding’s presentation, as appropriate. • Work collaboratively with team members throughout design, implementation, analysis, and report writing to complement each other’s areas of expertise.
